Description: As with most top/down power organizations, some work really hard, and usually with tough constraints, to pull around those on the top who have no interest in pulling the wagon. The cowboy represents the top of the heap, the bulls in the back are the work enforcers, and the poor little horse is an employee weighed down by those at the top, but, instead of being rewarded, is hit with the whip.
